There is a moment in every era when the conversation shifts. When what was once considered visionary becomes operational. When governments stop asking whether to act and start asking how to lead. We are living in that moment now — and at the intersection of artificial intelligence, human longevity, and sustainable governance, the stakes have never been higher.
H.E. Cláudia Pinto, Founder & CEO of Empowering Women Middle East and Head of Philanthropy & Sustainability Advisor to H.H. Sheikh Marwan bin Mohammed bin Rashid Al Maktoum, has spent years operating precisely at that intersection. Today, she is one of the most strategically positioned voices in the Gulf on the convergence of AI policy, longevity science, and human-centred governance — and she is clear about what this moment demands.
“We are no longer in the era of pilots and experiments. We are in the era of frameworks, mandates, and delivery. Governments that understand this will define the next century. Those that don’t will be defined by it.”
A HISTORIC MILESTONE: DUBAI CREATES THE WORLD’S FIRST LONGEVITY AUTHORITY
Just days ago, the world witnessed a landmark decision that confirmed what many in the field had long believed — Dubai is not waiting for the future. It is building it.
H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, issued Law No. 17 of 2026, establishing the Dubai Longevity Authority (DLA) — a dedicated entity designed to develop the emirate as the world’s leading hub for regulated longevity, wellness and advanced healthcare. H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, will serve as President of the Authority.
This is not a policy paper. This is a sovereign declaration.
“Dubai has just told the world that longevity is not a wellness trend — it is a governance priority. And with that signal, everything accelerates.”
A NEW VERB FOR A NEW ERA: “DUBAI-IT”
Days after that declaration, another announcement rippled across the region — quieter in form, but no less significant in substance. H.H. Sheikh Mohammed launched “Dubai-It,” an initiative embedding the emirate’s culture of rapid execution, excellence, and results-driven delivery across government institutions and companies. Speed, he wrote, does not mean haste; quality does not mean slowness; ambition has no value without execution.
For Cláudia, this is the missing chapter that ties everything together.
“Dubai-It is not a slogan. You can write the most visionary policy in the world — but if you cannot execute it at speed, with precision, it remains a paper promise. Dubai has just told the world: we don’t separate vision from delivery. We fuse them.”
The campaign’s launch made the point visually — footage of Sheikh Mohammed surveying Dubai by helicopter decades apart, first over empty desert, then over a skyline crowned by the Burj Khalifa and Palm Jumeirah. His enduring motto, we say what we do, and we do what we say, is, in Cláudia’s words, the throughline connecting the Longevity Authority, the UAE’s AI ministry, and Dubai-It into one doctrine of governance.
THE DAWN OF CELLULAR INTELLIGENCE
Within the framework the DLA provides, a new era is about to be unveiled — the era of cellular intelligence, where precision compounds work not against the body, but with it, modulating and restoring biological systems at the deepest cellular level. This is the medicine of human optimisation, not symptom management.
“The science exists. The regulatory framework now exists. Dubai is the only place in the world where this bridge can be built right now.”
More details on this initiative — developed alongside Dr. Elena Vladimirovna Gusarova through The Dubai Longevity ProtocolTM — will be announced in the coming weeks.
AI AS A GOVERNANCE INSTRUMENT
The UAE’s longevity leadership sits alongside its AI ambitions. The UAE created a dedicated ministerial portfolio for AI as early as 2017 — the world’s first — held by H.E. Omar Sultan Al Olama.
“The UAE has demonstrated something rare — the political will to move fast, and the institutional wisdom to move responsibly.”
Cláudia’s own advisory work, delivering KPIs for Sustainable City 2030 Dubai, is the daily discipline of aligning innovation with accountability.
THE LONGEVITY IMPERATIVE & WOMEN, POWER, AND STRATEGIC PRESENCE
“Longevity is a governance challenge. When your population lives to 100, your education system, your pension architecture, your healthcare pathways — all of it must be redesigned.”
Throughout her work runs one constant thread: placing women inside the rooms where strategy is made, not as symbols but as architects of outcomes — work she continues to build through Empowering Women Middle East.
THE NEW TITLE
If there is a title that captures where H.E. Cláudia Pinto stands today, it is this: Strategic Architect of Human-Centred Governance. In a world where Dubai has
issued sovereign law on longevity, embedded Dubai-It across its institutions, and stands at the dawn of cellular intelligence — that is not a niche position. That is the center of everything.
